NOT CHARGING

I’ve recently had trouble with my watch as i had it in swimming yesterday and when i came out it wouldn’t turn on and the buttons weren’t working. 24 hours later it’s coming up with the lightning symbol and then a charger cable going down the screen, does this mean it is fully broken
