32 GB iPhone 7 says storage is full 15gb in other

I have a 32GB iPhone 7 that continually says storage is full. I have tried to delete/offload apps, deleted pictures, videos etc. Under manage storage it says that 15.4 GB is in other. How can I clear that out to free up storage?
