I want to add my laptop to my apple ID that has 200 GBs of storage so I can save those photos to the cloud.

One cannot add a laptop to their Apple ID. Is the laptop Windows based? If so, download -- Download iCloud for Windows - Apple Support, then login and you'll see your photos there.
