how to unlock a disabled iPhone that u forgot the password too from another carrier and given to me?

Two different things here.
You’ll need yo restore the iPhone to remove the passcode: If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
Then you may need to contact the Original owner to remove the phone from their account: Turn off Activation Lock - Apple Support
Then if the phone is locked to their own carrier, then they’ll need to contact the carrier and request they unlock the iPhone so you can then use a sim card from your own carrier.
