Disabled iphone

Took Apple iPhone to Sagemore Apple store to be reset. Tel carrier states they cannot sell new iPhone unless current iPhone is reset. Apple tech says he cannot reset phone. I am a psychotherapist and need to answer clients in emergency situations and have not been able to be available because iPhone is disabled. Please advise what I can do to have phone reset so I can get a new phone.
