I have a weird situation.
A message from Apple ID settings shows that I need to sign in with Apple ID, but when I click "Continue" nothing happens. While I already signed in.
Why do I have to sign in in many places, and it does not work?
Then my photos have not synced from icloud to my Mac.

It sounds like you have an issue with signing in on iCloud with your Mac. You do want to make sure your Mac is updated to the latest macOS version available on the device. For help, check How to update the software on your Mac.

In your screen shot under iCloud section > media and purchases not signed in is showing dimmed why ? also other Mac and an iPhone is signed in with same Apple ID and password see the article https://support.apple.com/en-in/guide/mac-help/mchl3d23bc26/mac
Click on iCloud is Apple ID and password signed in ? can you sign in with App Store in Mac ?
I can't give a solution but your system preferences is not working , please do a screen sharing with apple support senior care advisors https://support.apple.com/en-us/HT201232 , they can better look a Mac and guide you , we members can't view your Mac , but what your screen shots is different than normal working Mac , if any settings is changed in system preferences > Apple ID icon > there are many settings starting from overview till media and purchases that has to be updated , also an Apple TV is synced , you are using Mac OS catalina 10.15.6 that is sure from your screen shots .
