My iPhone apps is disabled

same issue for me, noticed it a few days ago. tried hard resetting my phone, changing my apple id password, & updating payment information. None of that worked. I scheduled a call with support I hope it doesn't take long to fix.

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
