After updating FCPX to the latest 10.4.9 version, things like the Color Wheels and Curves don’t appear anymore. Now it says "+(null)" where these options used to be. Also effects like Custom LUT and HDR Tools have disappeared. Reinstalling FCPX or resetting preferences didn't solve the problem.

Do they appear if you start FCP from a new user account?

Did you by any chance use any "cleaners" on this mac?
Create a new admin user, though the system may already have been damaged.
Uninstall Avast.
On a sidenote: your mac would benefit immensely by using an external USB3 SSD. Running macOS, and professional applications, off of a very slow 5400rpm is painful. You can get what will feel like a new mac for a lot less than $100. Get a 250 or, you can afford it, a 500GB external SSD, install the OS in there and use the HD just for data.
