Trouble with creating a new Apple ID on a used iPhone

Good day. I just gave my iPhone 5s to someone because I upgraded, and now they are having the problem showing on the screen. What could be done? Please help

It appears the phone doesn't have a SIM card in it. Has the person gotten a SIM card from their intended carrier? Have they connected to iTunes as the screen shot suggests.
