One cannot purchase iCloud storage to augment their device storage. Your device storage is permanent and cannot be increased.

Because iCloud as many people erroneously believe is not a traditional cloud-based backup system like the third-party options, e.g. Dropbox or Google Drive/Photos. It is a syncing system offered by Apple that syncs your data across all of your devices.
