Do i need stuffit expander on OS 10.15 Catalina?
I have an old version of it - should I just delete it?

Only you can determine if you need to use this app or not. It is not a required app to use macOS. Basically, if you have relied on this app, and prefer to use it, then it's your choice to continue doing so with a 64-bit version as that would be required with Catalina.
