How to recover missing photos on iCloud?

I bought an icloud storage, then back up all of my file to icloud but my not all of my photos were transfered in icloud, only few photos are being backed up. I deleted all my photos because i want to downgrade my iphone. How to recover missing photos?

how to recover photos which were deleted from icloud as well? hi, I am having a huge issue, I have deleted my photos from my phone which were synced to icould and those are gone (((((( I tried to restore my phone but all of my photos and videos are gone.
