In 10.14 & up Sys Prefs.Security & Privacy>Privacy tab, look for Camera& Mic.

In your video conference app make sure you unmute the mic and camera.
I did not say to unmute your mic and camera in Sierra I said to do so in your video conferencing app. if you are using your bowser do so on the video conferencing settings page.
I am using Sierra 10.13.6
I am using System 10.13.6, so I don't see that option, as you seem to know.
In FaceTime there are a bunch of numbers being blocked. Is that where i should look?
