"iPhone 6s keeps shutting off at %100 and Turing back on to 10%: my battery health is 82 and it has been like this since June 4 after i left south Carolina in the hot weather, im pretty sure the hot weather did something and made it over heat and i want to upgrade now but i do not know a good iphone to upgrade to"

82% Battery Health and Power Issues:
When a battery gets to 80% or lower its time for a new battery. Being at 82%, and having all of these power issues - I'd just get a new battery, seeing where things go from there. Purchasing a new phone would be great, but a new battery would cost much, much less - that's for certain.

“well it has turned off 70 times since 2:00 yesterday and i just turned off the wifi on my phone and turned on my data on and my phone has not done in it in about 6 minutes which is the first time”

Get a New Battery, ASAP:
When your Cell Data is on, it’s constantly looking for cell towers. And as you get eMail and text that eats up the battery too. Third-Party Apps would include Security Software always scanning in the background, and GPS Apps always reporting your location.
Point Being: It could be almost anything.
So, compare between the two (Cell Data and and Wi-Fi), see which one consumes the most.
Where to Get the Battery?:
Go to Apple or a Retailer. Having been trained they’d likely have a much better skill-level than one of those dealers sitting in the middle of the Mall’s hallway.
If nothing is of success - it’s time for a new phone.
My sister had the same problem, If this is happening to you, you most likely have a broken or bad battery. My suggestion to you would be to wait until apple stores reopen and then bring your phone to them and they can replace the battery. Kinda pricey but its the only way besides getting a new phone.
Because it’s not working.
Most likely your battery is bad.
