I have two iPad 4s, can I send both of them in to rebate my purchase on my new iPad?

You can submit more than one device for a credit (Apple Gift Card) via https://www.apple.com/shop/trade-in and then use the Gift Cards as partial payment towards a purchase, but I don't know of a way to trade more than one while you are doing an online purchase. You may want to contact Apple Sales support at 1‑800‑MY‑APPLE.
