Apple ID locked for security reasons

Hey guys, my nan (85 years old) won an iPad in a raffle at our local community group, it has been set everything up and we think it might have been hacked. I’m trying to reset her password, but I can’t because I can’t sign in to the iCloud account to actually reset the password. Does anyone know if there is a way to fix this?

security lock my mom's id now asks her to log in for security and we enter her icloud address and passcode and get message security lock and reset on web address appleid.apple.com. then next security question of her birthday, did not work...nor is the email hers. she is 96, WHY does apple require a log in when all she does is play games on it. Why is there a security lock and WHO can I call to get her ipad working for her again. I am not very fond of apple right now!

Apple id locked for security reasons How to unlock an apple id, i know the password but its not working. This is not about my devices, my friend is having the problem.
