Apple ID locked for security reasons

Hey guys, my nan (85 years old) won an iPad in a raffle at our local community group, it has been set everything up and we think it might have been hacked. I’m trying to reset her password, but I can’t because I can’t sign in to the iCloud account to actually reset the password. Does anyone know if there is a way to fix this?
