Unable to Activate Error Message

my iphone xs with Verizon Service needed to update. But when i tried to update the phone, it kept on crashing. backed up the phone and tried to reset the phone. Upon restart the phone a message comes up: Unable to Activate. Tried to connect to Mac. But that didn't work either. The phone doesn't activate or or update. What do i do?
