Error:unable to activate_i phone xr

Hi ,

I have recently updated my i phone XR to 15.3 , once updated i had an issue faced as No network connection/SIM card detection failed! as suggested by apple support technician restored the software using my laptop once the software is updated to 12.5 i could not activate the device . Receiving an error -UNABLE TO ACTIVATE . Tried the software update in authorized apple store but still getting the same error.
