Can I use the broken charging cable by putting tape around it

It would really depend on what "broken" actually means. If the cable is frayed or completely broken apart, then it would be a good idea to replace it. If, on the other hand, its insulation is cracked or damaged, you may be able to "repair" it by using electrical tape temporarily.
