approve this iPhone

im not able to approve my iPhone, it tells me to sign in to iCloud to approve this iPhone and I login on my Mac but its still say's waiting for approval and nothing happened.

iPhone 11 Pro, iOS 13

Approving my device I had to reset my iPhone, which i did, and now I am being asked to "approve this iphone". I have signed into my icloud on a computer, as suggested, and I still cannot find any options to approve my iphone. Please let me know what i should do. Thanks!

Get a verification code and sign in with two-factor authentication - Apple Support describes the available options.
