The previous owner of my iPhone doesn’t know his Apple ID password so he can’t get in it to remove the device what should I do?

He could try to recover his ID password here: https://support.apple.com/en-us/HT201487. If he can’t do this, return it for a refund or recycle it. You will never use it.
