iCloud Windows Verification Failed on login

I had some problems with my windows profile on Windows 10 1909. So, I created a new profile. When I logged into my new profile, I tried setting up iCloud. I started by logging in with my AppleID. The response i got was this:

I can log into my AppleID on a number of other devices, so I know that my ID is fine and my password is correct. Also, If I type the wrong password into the iCloud login box, I get a username/password error instead of the error above.

I've uninstalled and reinstalled various versions of iCloud dating back a couple of years, thinking that I caught an error that I wouldn't have noticed as I upgraded to new versions of iCloud, since my previous profile had gone through the AppleID Two-Step verification a couple of years ago.

I've still had no luck.

Thanks for using Apple Support Communities. We understand that you're having an issue signing in to iCloud after creating, and logging in to a new user account on your PC. We want to help with this. To start, you mention installing an older version of iCloud for Windows in an attempt to repair the issue. Totally great thinking, but we'll want to be sure the most current version, for your operating system is installed. Just in case, here are the system requirements for iCloud, and the version you should have installed, depending on your operating system: System requirements for iCloud

We also recommend making sure that your operating system is updated: Windows Update: FAQ

You'll also want to be sure that your date, time, and location settings are correct in the new account. These things can cause an issue with connecting to servers: How to set your time and time zone
