How to make menu bar visible in full screen?

In general settings, you have the options to automatically hide or show the menu bar. However, this only applies when you aren't using full screen.

How can I make it so that the menu bar is always visible in full screen as well?

If it is not possible, how can I make option + window size button to be default when clicking the screen icon in the window?

I would prefer to have this possibility in full screen because of the resizing of two windows.

There is no option for having the menubar permanently visible in Full Screen Mode.

Maximise the apps window in Normal Screen Mode, before pressing the green traffic

light button press and hold the option/ alt key.
