Yes, I’m in full screen mode but I wonder if there’s a way to keep it visible even when a window is maximized or in full screen
If you Option-click the green button the Window will go to the old style maximized window with the menubar.
No, it isn't.
The work around: keep the window in regular mode and drag the corners to be (almost) full screen and you will have the menu bar visible.
Are you in full screen mode? That is how that works (or else it wouldn't be full screen mode).
