Change the Menu Bar Location

How do I move the menu bar which is at the top of the root window to sit on top of the application window? Currently, it sits on the top of the root window and any accidental click on another window changes it to reflect the clicked window. This is at the least cumbersome

Not sure I really understand if this will do what you want. System Preferences >> Dock.
