Activation not possible for iPad

How can I activate the iPad?

The server is not available to activate through WiFi. On connecting to iTunes, the PC was not able to detect the iPad, although the battery recharge! I was not able to chat with the support team, because I don't have a serial number, since the iPad is locked & I have only access to the main screen to activate the iPad. I tried hard shut down & restart, again back to the same screen. Any help to get out this vicious circle please?!
