Apps will not refresh or load new content

Some apps will not reload/refresh, others give an invalid server certificate message or site can't provide secure connection for content, but there is a good WIFI connection. Have gone through all the manage data storage and app refresh settings trouble shooting suggestions but they still don't work. What could be the issue?
