Health app - delete?

Is there a way to delete the Health app? Or at least stop it from taking up iCloud storage? Right now, it takes up 1.6 MB.

Per -- Manage Health data on your iPhone, iPod touch, or Apple Watch - Apple Support.

"To stop storing your Health data in iCloud, go to Settings > [your name] > iCloud and turn off Health."
