Stuck on Apple logo, can't locate device on computer

Hi guys,

I've got a problem combo on iPhone 7 iOS 13.3.

Can't pass through 2nd point of "If your device turns on but gets stuck during start up" (https://support.apple.com/en-us/HT201412) because of "computer doesn't recognize your iPhone" (https://support.apple.com/en-us/HT204095), which is not up to date and seems to have no working solution...

With new iTunes for Windows there is no Mobile Device Support Services and access to usbaapl64.inf. Tried to use older iTunes versions with that stuff - doesn't work either (can't install coz some file incompatibility).

Ofc apple has got no support, only some mongolian phone numbers xD

Any ideas?
