Time Machine: How can 750GB backup space be not enough for a 250GB disk?

I have an external backup partition that has 300% of my system disk (750gb backup vs. 250gb disk). Time machine cannot make the backup. I read through other forums, that a backup partition with same space as the disk is enough. So, how can this be not enough?

MacBook Pro 13″, macOS 10.15

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

finally i've tried it. for my one backup volume of 750gb this indeed worked. great thanks! But I have another volume with "only" 400gb for this 250gb disk. this didn't work even in safe boot mode. any more tipps, or do I need to reinvest to make this 400gb volume bigger?
