That is two different questions.

If you want to regift an unredeemed gift card, yes, just give them the card (preferably with the scratch strip still in place so it does not look fishy).

If you have redeemed the gift card and are trying to buy another gift card with the credit balance, you will find that Apple (like almost all retailers) does not permit this. Specifically "You can't use your Apple ID balance to send gifts or gift cards" as is stated in this document:
