Apps won't go to fullscreen

When I open an application, for example, chrome, I can't click the green button to make it fullscreen because every time I click it the mac plays the funk sound. Anyone know how to fix this?

iMac 21.5″, macOS 10.15

Does Command-Control-F work?

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
