Why is my silence button Not working

My side button is not silencing calls when it used to silence all when I would switch the button to silent.

cannot turn off "silence when locked" Do Not Disturb is OFF, but "silence" has only two choices, "always" and "when locked," and I am missing important calls. Where is the "never" button? This just happened this week. It was fine before. I don't remember changing anything.
