How can I restore an old backup to my phone?

Honestly, I just want to pull photos off a backup from January. That said I can't even figure out how to restore the backup - my preference would just be to access the photos from my computer without having to restore the backup onto my phone, but at this point I'll do anything just to get my pictures back. I see the backup showing up on my phone and such, but I can't do anything with it.

Note the backup is from January, I quit paying for icloud a few months ago but started payment again today. It is showing that I have a 192 gb backup on my icloud account - I just have no idea how to access it.
