Is there a keyboard shortcut that I can create that skips the print dialog and just prints the document based on either the printer defaults or the last used settings? For example in Office apps, there is a quick print button that just prints the file using the last used printer and print settings.

⌘P prints the selected item in the Finder. There is a very brief print dialog that disappears as soon as the file is submitted to the print queue. If the file requires an application to open the document and then send it to the print queue, the application will open the file, submit it to the print queue, and close.

In System Preferences>Printers and Scanners you can choose the default printer or select "Last Printer Used" and the default paper size.
Most apps have the same kind of simple settings that can be set to a default.
To speed up the print process once you have the desired settings all correct just hit (⌘p) command+p then hit enter/return

Is there a shortcut that will work in any app? Like if I am on a webpage and do the shortcut it will print the webpage without me having to use the print dialog?
That ⌘P is a standard File menu shortcut in applications that use Apple's Cocoa frameworks to build applications. It is in Firefox 80.0.1, and LibreOffice 7 to name a couple.
