If I change families, when previously my purchases were linked to a member of my old family, how to I make it so that my purchases will now be charged to a member of my new family? (When I am under 13.)
You are welcome. Once you change families, the organizer of the new family will pay for your purchases. You don't need to do anything to make that happen. It is automatic.

If the purchases were made by a member of the old family, you can't transfer them to a member of the new family. Purchases can't be transferred between Apple IDs. You will retain the purchases, but you won't be able to update them. If you want to be able to update them, you will need to delete the purchase, and then purchase it while in the new family.
