Update Apple ID Settings

My phone has been locked in this screen above for a few months now. Since this began, I have updated many times, using general (software updates) including today so I'm current. If I push the 1 to continue, I go into this screen below.

If I push continue, I go into a loop back to screen one and I am never able to come out of it.

How can I clear this once and for all? Thanks
