New folder in Catalina

Every time I create a new folder all other files that I have on my desk top (and previous folders) are then found to be in the new folder. I wish to have separate folders for different files, pics etc. Is this a sharing issue and how can I resolve the problem. This is the Catalina OS and not High Sierra

Are you using Stacks such that the Desktop collects related files and items into groups? I can see where that might look like it has other files in it.

I’ve never seen a new folder suddenly be populated with other files.

if you open the Desktop folder, then open the folder from there, does it show all the files in it?
