Apple Pay and Apple Login

Hello!

I Have a problem with my apple ID. I'm 14 years old (Maby this had something to do with it). I can't use apple pay. If I want to add a card, it says that is isn't possible with this iCloud account. It is possible in my region because my friends can do It to... If u want to login with my Apple ID, it's said that it isn't possible with my apple ID... I searched on the whole internet, but nothing helped.
