Contacts not loading to ICloud during change of Iphone

I followed all the possible steps ( icloud , Itunes) but my contacts are not transfering to Icloud fully, My contacts on my current phone are a combination of various sources : exchange , my phone and Icloud contacts some how only the Icloud one are transferred to my new phone and the exchange and local number are not transfer to icloud and therefore are not visible on my new phone
