How do I transfer my contacts from my iPhone to my new iPad mini?

Assuming that both devices are signed-in to iCloud with the same AppleID:

Settings > [Your Name / AppleID] > iCloud > Contacts - set to ON

How do I get the contacts to transfer from iPhone ti iPad?

the toggle of contacts “on” in each device are signed into iCloud on both but nothing transfers.
