Restore Homescreen Layout

This should be stupidly simple and I can't figure it out. Was given a second iPad. Backed up and restored my primary ipad to it. It installed all the apps, but the icon layout wasn't restored. I have hundreds of apps (yes, way to many) and spent a lot of time organizing screens and folders over time.

So the restore doesn't work, I've been playing with Apple Configurator 2, but don't see how to backup 'Home Screen Layout' and then restore it to another device.

Can anyone tell me how to do this somewhat simply??

When you restore the backup of one device to another device, the apps should all be the same and in the same folders, if you used one of the methods detailed in this link --> Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

If this is how you migrated data to your other iPad and the apps didn't set up correctly, I can only imagine the issue with Beta software.

Your signature says you have iPadOS 14. If that is correct that you are using Beta software, this is the issue. You cannot restore the backup of a device running a higher version of iOS to a device which has a lower level of iOS on it. You can either opt out and downgrade to the current iPad IOS 13.7 or wait until Apple rolls out iPadOS to the public in the coming weeks.
