I am trying to set up Apple Pay through wallet on my I phone and it will not let me. It says I do not have two-factor authentication? Check security settings?? Will not let me? How do i do it?

My iphone does not have this option under "passwords and security"
I have the same problem on My iPhone 11 Pro , does not have this option under "passwords and security" 2 factor
so all the information provided previously is not applicable and I can’t find anything on the internet about it.
so I think it is apple internal problem because it is a very old account.
