i do have time machine but never have selected a particular app to restore.
before, my panasonic PV-GS300 was a listed camcorder in the iMovie list. consequently, MacBook pro, 10.15.6, doesn't show the video recorded on digital cassette.
Most tape based camcorders are supported by Mac even though not listed on the supported list.
You need to be using a firewire connection. Is the camera not being recognized at all? What steps are you taking and what exactly are you observing? What iMovie version are you using?
Your posting data shows that you are using Mojave OS, so there should be no need to restore to a previous iMovie version. If you had updated to iMovie 10.1.5, then maybe restoration of previous version would be a consideration.

If you have a Time Machine backup, you can restore your previously used version of iMovie.
