Your Mac does not output video through the USB ports, which is why your display is not being recognized. Your Mac should have Thunderbolt 1/2 port, which is physically the same as and accepts a mini-DisplayPort plug. So, if your display has only VGA input you need a mini-DisplayPort to VGA cable or adapter. If your monitor has HDMI or DisplayPort inputs, it's better to get a cable/adapter for those.

The Arrangement pane appears only AFTER your second and subsequent display is recognized and made active. before that moment, there is nothing to arrange, so the pane stays hidden.
What are you trying to connect to what Mac, and what cables, adapters, etc are you using to try to make it go? any error messages?

I purchased a VGA to usb to connect my screens. I have them plugged in but the monitor is saying no signal.
I have an older Mac. Maybe like a 2013/2014 I bought it. And I have a dell monitor. I was trying to connect the two.
