My iCloud is full but I can’t buy extra storage, when ever I try to update my payments info it tells it already there and I have use it but not to purchase storage, I have tried to take the information completely out but it will not allow it, what should I do?

One cannot purchase iCloud storage to augment their device's storage as the latter cannot be increased.

Your iPhone’s Storage is what it is.
If you want to increase it — get a larger storage-capacity phone(if an option).
