Icloud Memory

I got an iphone and I purchased the icloud storage unfortunately I didn't payed icloud storage on time as I changed my phone to android.

Now again I have changed my phone but unfortunately I cannot enter my card details amd unable to make new payments which leads to not allowing me to download apps.
