The link provided takes you to the Genius Bar page. The first options are for chat, and mail etc... if you scroll further down, there's the Hardware Help button. You need to click that button, and go through the Support wizard there to get the option to set up an appointment.
Depending on your selections in the wizard will be the options you get. You may need to choose a different issue to get the option to set up a Genius Bar appointment.
Alternatively you can go through the store list instead but you will still have to go through the support wizard to get the option to set up a Genius Bar Appointment.
Yes its a bit cumbersome to get the appointment, but its done so most issues that don't actually need an appointment get filtered out. Otherwise the stores would be entirely full with appointments that may not require an in person solution.
You must contact Apple, we're just other users here on this forum.

Apple care advises there is a letter out saying this happens sometimes when loading in big sir and without the ability to connect to the internet Apple care cannot fix and a genius can.
