My photos are still taking up 31GB of storage although I deleted 3 quarters of them all and everything in recently deleted

My photos are still taking up 31GB of storage although I deleted 3 quarters of them all and everything in recently deleted. I don’t know how to fix my storage problem now, I only have 4 usable apps (that aren’t undelete-able) and only have 5000 photos and 1000 videos of my original 25000 (alot, i know lol) but they still take up the exact amount of space. What do I do?

We understand your concerns regarding your photos storage on your iPhone. On the following page, there are suggestions on how to manage and create more storage under the 'If you need more storage' header.

Manage your photo and video storage - Apple Support

Those will be where you want to start to try and help alleviate some space regarding your photos.
